Java SE licensing changed in 2023

Oracle changed the Java SE licensing model in January 2023. If your organisation uses Oracle JDK commercially, you almost certainly need a paid subscription.

Important: Java SE licensing changed in January 2023. Oracle moved Java SE to a per-employee subscription model. Any organisation with employees using Oracle JDK — even indirectly through server-side Java applications — requires a Java SE Universal Subscription. Free use is limited to personal desktops and development only.

Before January 2023
Oracle JDK was free for commercial use under the Binary Code Licence. Many organisations used it without paying a licence fee. This changed with the new Universal Subscription model.
After January 2023
Commercial use of Oracle JDK now requires a Java SE Universal Subscription, priced per employee (not per JDK installation). This includes server-side Java applications even if employees don’t directly use Java.

What changed with Oracle Java SE in 2023? +
From January 2023, Oracle moved Java SE to a per-employee subscription model. Previously, Oracle JDK was free for commercial use. Now, any organisation with employees — including those who don’t directly use Java but whose business applications run on Java servers — requires a paid Java SE Universal Subscription.
What is Oracle processor licensing? +
Oracle Database Enterprise Edition is licenced per processor core, with a core factor applied based on processor type (e.g. 0.5 for Intel/AMD, 1.0 for SPARC). The cost can be significant on multi-socket servers with high core counts. Contact us for a calculation based on your specific hardware.
What is an Oracle ULA? +
An Unlimited Licence Agreement gives you the right to deploy unlimited copies of specified Oracle products for a defined term (typically 3 years). At the end of the term, you certify your deployment and convert to perpetual licences. ULAs offer significant savings for rapid growth but require careful management.
Can I use my existing Oracle licences on OCI? +
Yes — Oracle’s BYOL (Bring Your Own Licence) programme allows existing on-premises Oracle licences with active support to be applied to OCI instances. The database licence covers the same core count on OCI as on-premises, which can significantly reduce cloud costs.
